The Twin Otter is a great airplane. I flew one for years in Alaska. It is rugged, dependable and easy to fly. The crash you mention is certainly a tragedy. I don’t know any of the details, but the Twin Otter itself has an outstanding safety record. The ATR, by contrast, has had a couple very high profile crashes, both I believe due to stall/spin accidents as a result of icing.

You can use super glue for metal to join them.

The axle are mounted into the chasis using either “U” bolt or any way you want.

You need to get a chassis.

The “metal” is an aluminium sheet or it’s other name that you might know is “baking sheet”. The aluminum foil we use in the kitchen.
